The role of partnership in the implementation of VISION 2020 in the Western Province of Kenya

Objective: Sabatia Eye Hospital (SEH) provides eye care for four million people in the Western Province of Kenya. Our aim is to develop a sustaining network to improve eye care in all districts of the province.
Methods: The guideline for our project was derived from the international initiative VISION 2020, from the National Strategic Plan for Eye Care in Kenya of the Government of Kenya as well as from our situation analysis of eye care in the Western Province.
Results: One result of our analysis showed no basic eye care in five out of eight districts of the Western Province. A provincial steering committee was established to plan further steps and to put them into practice. Members of the committee were representatives of the government, of the main nongovernmental organization (Christian Blind Mission, CBM) as well as of Sabatia Eye Hospital. A memorandum of understanding states the commitment of each partner. The first step was to train basic eye care nurses. During the first stage staff is trained at SEH for districts without any basic eye care. Further continuous medical education as well as regular visits of staff of SEH at the units of the nurses will be provided. CBM will supply basic equipment, the government will provide working space.
Conclusions: The Partnership of government, nongovernmental organization and Sabatia Eye Hospital benefits all members in reaching their goal. It enables a more effective, better coordinated and last but not least sustainable implementation of VISION 2020 to prevent and treat blindness in the Western Province of Kenya.
